Freedom Transit could be built as stand-a-lone project connecting city pairs. The Phoenix Tucson cities pare is an example discussed in detail within the document. As this example shows individual projects can make financial sense.  The cost per mile for the system is estimated at $37.6 million per mile. Revenue per mile is estimated at $2.8 million per mile annually by the fourth year of operation and usage by 30% of the current highway traffic load.  Freedom Transit can provide a full return on investment from gross revenue in less than 15 years without government subsidies.
